During covert operations, low visibility (Low-Vis) is key. According to the Grey Man Theory, you should not be easily recognizable as being on a mission. This sleeve is slipped over an existing belt and has MOLLE loops where the equipment can be placed. The interior also has Velcro, providing additional grip when using a loop-lined belt.
