Civil first responders and gun ownership

A new terrorism is spreading. And always this question of who is the first to arrive at the crime scene and can intervene, not allowing themselves to become victims. The bitter balance: "The police can hardly protect us from such attacks. They usually arrive at the scene of the incident only when the worst is already over. In a life and death situation that requires seconds, the police need minutes. Video surveillance only helps in retrospect with the investigation, but does not prevent attacks."
