Lt. Gen. Havrylyuk highlights the importance of Western support for Ukraine's battlefield initiatives. The First Deputy Minister of Defense of Ukraine, Lieutenant General Ivan Havrylyuk, stressed that strong western security support will be crucial for Ukraine's ability to take the initiative on the battlefield. Havrylyuk also doubted that the Russian forces will be able to sustain the constant creeping advances that support Russian President Vladimir Putin's theory of attrition warfare in Ukraine.
On July 9, Havrylyuk published an article titled "What Factors Will Allow Ukraine to Conduct a Counteroffensive", in which he argues that Ukraine must take the initiative and conduct counteroffensives to neutralize the Kremlin's efforts to prolong the war and increase the costs for Russia, forcing it to seek a just peace in the interest of Ukraine.
Havrylyuk stated that Ukraine can counter the initiative by reinforcing combat brigades with personnel, ammunition, and equipment, and strategically equipping new brigades. Havrylyuk also emphasized the importance for Ukraine to create and continuously replenish reserves, as well as adequately train new personnel.
