Russian President Vladimir Putin met with Hungarian Prime Minister Viktor Orban on July 5 to speak out against a negotiated ceasefire and express his commitment to a "final" end to the war, with the aim of achieving the destruction of the Ukrainian state.
Putin demands the surrender of a significant part of Ukrainian territory and its population to Russian occupation forces, as well as the capitulation of the Ukrainian army, before negotiations on ending the war can take place.
Ukrainian counteroffensives, in which strategically important areas are liberated, continue to be the best means of weakening Putin's confidence in achieving the desired outcome of his war of aggression against Ukraine and his commitment to it.
Putin's rejection of a ceasefire agreement contradicts the Kremlin's previous efforts to shift responsibility for negotiations to the West and Ukraine. Putin tried to present Orban as a representative of the EU who could speak on behalf of the EU - a claim that was explicitly rejected by EU authorities.
