Ukraine is facing its personnel challenges by building several new brigades. However, delayed and insufficient Western weapons deliveries are likely to prevent Ukraine from equipping all of these new brigades.
Timely and adequate Western security assistance remains a critical factor in determining when and to what extent Ukrainian forces can take the initiative on the battlefield and conduct operationally significant counteroffensives in the future. Ukrainian President Volodymyr Zelensky stated in a Bloomberg interview on July 3 that Ukrainian forces are better staffed than they were a few months ago and that Ukraine's ability to conduct future counteroffensives depends on equipping the brigades with heavy equipment such as mechanized combat vehicles, armored personnel carriers, tanks, and heavy artillery (likely referring to at least ten planned new Ukrainian brigades).
Russian forces have recently advanced into the easternmost part of Chasiv Yar, towards Toretsk, and near Avdiivka. Ukrainian forces have recently advanced into Vovchansk, near Kreminna, and in the southeast of Chasiv Yar.
