The deputy chairman of the Russian Security Council, Dmitry Medvedev, has advocated for Russia's far-reaching territorial goals that extend deep into Ukrainian territory.

On March 4, at the Russian World Youth Festival organized by the Kremlin with participants from over 100 countries, Medvedev delivered a speech titled "Geographical and Strategic Boundaries," in which he asserted that "naturally, Ukraine belongs to Russia." Currently, Russian forces occupy the eastern (left) bank of Kherson Oblast, but Medvedev referred to all areas on the left bank of the Dnipro River and many areas on the right bank of the Dnipro River as an "integral part" of Russia's "historical strategic boundaries."
