UKRAINE: THE SITUATION 297 - DECEMBER 15, 2022

Russia may be setting the conditions for a new offensive against Ukraine – possibly targeting Kyiv – in Winter 2023. It is highly unlikely that such an attack will be successful. A Russian attack from Belarus is not imminent at this time.

The objectives of Russian President Vladimir Putin in Ukraine have not changed, according to assessments by Ukrainian officials and ISW based on statements and actions from the Kremlin. Putin continues to pursue maximalist goals in Ukraine by using various mechanisms to force Ukrainians into negotiations on Russia's terms and likely making preemptive concessions that are highly favorable to Russia. This fundamental goal has underpinned the Kremlin's various military, political, economic, and diplomatic efforts in Ukraine over the past 10 months.
