The Ukrainian authorities acknowledge counteroffensives in the Kherson region. Ukrainian armed forces are advancing in the Kherson Oblast, shelling Russian transport facilities.

The Ukrainian authorities are increasingly acknowledging Ukrainian counteroffensives in the Kherson region. Serhii Khlan, an advisor to the Kherson regional administration, stated on July 24 that the Ukrainian armed forces are conducting unspecified counteroffensives in the Kherson region.

Ukrainian President Volodymyr Zelensky said on July 23 that the Ukrainian armed forces are advancing "step by step" in the Kherson Oblast. It is not clear from his statement whether he is referring to small, ongoing Ukrainian advances in the Kherson region or a broader counteroffensive. The Ukrainian Southern Operational Command reported on July 24 that Ukrainian forces are shelling Russian transport facilities in the Kherson area to hinder maneuverability and logistical support. These activities are consistent with supporting an active counteroffensive or creating conditions for an impending counteroffensive. Khlan further stated that Ukrainian attacks on Russian-controlled bridges around the city of Kherson are aimed solely at preventing Russian forces from transporting equipment into the city, without impeding the import of food and other essential goods.

On July 24, Russian armed forces conducted limited ground attacks northwest of Slovyansk, east of Siversk, and south of Bakhmut.
