FOREUS establishes Foreus Southeast Intelligence d.o.o. in Banja Luka: Austrian Private Intelligence Service Expands into the Entire Balkans With its new company in the Republika Srpska, FOREUS is bringing its AI-powered intelligence platform and operational consulting to a region where sanctions, cross-border economic crime, and new security requirements pose challenges for businesses and government agencies alike.

Vienna / Banja Luka, October 2026. The Austrian private intelligence service FOREUS is expanding into Southeast Europe: With Foreus Southeast Intelligence d.o.o., the company has established its own subsidiary based in Banja Luka. From the Republika Srpska, FOREUS aims to expand into the entire Balkans—with intelligence services that were previously available only to governments.

“For us, the Balkans are not a niche market, but a market of the future. With Foreus Southeast Intelligence d.o.o., we are not merely guests in the region—we are part of it. From Banja Luka, we are building the intelligence infrastructure for the entire Balkans,” says Stefan Embacher, Co-Founder & CEO of FOREUS.

Why Banja Luka

The decision to locate in Banja Luka was a deliberate one. For several years, FOREUS has been working closely and successfully with the Permanent Economic Representation of the Republika Srpska in Austria—a partnership that paved the way for the move into the region. At the same time, FOREUS’s target audience has a strong presence in the Balkans: law firms, banks, and financial institutions that face the same growing due diligence obligations and cross-border risks as their partners in Western Europe.

Added to this is a connection that extends far beyond the economy. Austria and the Balkans share a long common history—especially with the Republika Srpska. Under Austro-Hungarian administration, railroads, schools, factories, and infrastructure were built in Banja Luka, transforming the city into a modern metropolis. To this day, human and economic ties remain close.

What the Region Needs

The Balkans lie at the intersection between the European Union and its neighboring markets. Goods, capital, and corporate investments move across many borders and legal systems here. This is precisely where FOREUS comes in:

• Sanctions: Screening business partners, ownership structures, and supply chains for direct and covert links to sanctions—even where straw men and intermediary companies are used to conceal them.
• Cross-border corporate transactions: Due diligence for acquisitions, equity investments, and joint ventures—who is really behind the counterparty?
• Missing shipments and embezzled funds: When goods worth millions disappear or funds amounting to millions have been embezzled and transferred across national borders, FOREUS tracks the trail worldwide—using asset tracing and asset recovery.
• Money laundering investigations: in the blockchain sector as well as across the entire fiat currency sector.
• Industrial espionage: Uncovering the networks behind attacks on know-how, data, and trade secrets to protect companies.
• Law enforcement agencies: Faster and easier crime investigation by consolidating data from the clearnet, deep web, and darknet into a comprehensive situational overview.

The Democratization of Information Gathering

FOREUS democratizes what was previously the exclusive domain of governments: information gathering, security, and crisis management. Its unique selling point lies in the combination of two worlds—a proprietary, AI-powered intelligence platform and operational consulting provided by agile teams of specialists employed in-house by FOREUS. The platform links corporate registries, sanctions lists, beneficial owners, court records, media, financial and blockchain data,
geodata, and digital traces to provide a comprehensive picture of individuals, companies,

supply chains, and networks.

For FOREUS, intelligence—the intelligent gathering of information—represents the highest level of insight. “Democratization doesn’t mean ‘everything for everyone.’ It means that those who bear responsibility finally get the tools to do so. Our platform is more diverse than any other of its kind—and that’s exactly what we’re now bringing to the Balkans,” said Embacher.

Platform and Specialists

• PANOPTIC (HIDX X1) – Intelligence Data Explorer: Company data, sanctions lists, beneficial owners, media, court proceedings, and assets in a single query.
• CHRONUS (HIDX) – AI-powered Intelligence Workspace: Graph intelligence and analysis of millions of data points, condensed into networks.
• ODIN (FOSX) – Case management for collaborative intelligence workflows and secure communication.
• VALKYRIE (GOVX) – sovereign intelligence infrastructure for government agencies and critical institutions: sovereign nodes, zero-knowledge architecture, always-on monitoring.
• NEMESIS (COMX) – operational consulting: in-house agile teams of specialists for investigations, asset tracing, litigation support, and crisis management.
