READING MATERIAL: Defending Europe

The European defense is in a dire state. While the war in Ukraine has refocused the continent on defense, Europeans have not yet addressed the highly fragmented and disorganized way in which they deploy their military forces. Significant new funding commitments have been announced, but further investments in an uncoordinated manner will only marginally improve the dysfunctional status quo. The result is that the United States remains indispensable for European security, causing frustration on both sides of the Atlantic.

The CSIS Report "Transforming European Defense: A New Focus on Integration" outlines the crucial role that the European Union should play in coordinating and integrating European defense efforts. Restructuring European defense requires not only increased spending, but also deeper European cooperation, coordination, and integration in the defense sector. The EU can play a key role in these efforts by leveraging its financial potential to advance cooperation and integration. The United States should embrace this development and dedicate as much energy to encouraging Europeans to coordinate their spending as to increasing their spending.
