The CIMIC Quadriga 2026 exercise, set for June 14-26, 2026, in Germany, unites 28 NATO nations to enhance civil-military cooperation in complex crisis scenarios. It aims to strengthen national resilience and joint capabilities, addressing hybrid threats and reinforcing the role of civilian support in military operations.
The CIMIC Quadriga 2026 exercise will take place from June 14 to 26, 2026, and is the largest multinational civil-military cooperation (CIMIC) exercise within the NATO framework. A total of 28 nations are sending military personnel to Germany to jointly train procedures and capabilities for national and alliance defense.
The exercise focuses on cooperation between military forces and civilian actors in a complex crisis scenario. Exercise participants analyze the impacts on the population, administration, economy, infrastructure, and supply chains, and use this to develop a comprehensive civilian situational picture. The goal is to support military decision-making on a robust foundation and to further strengthen cooperation with civilian partners.
The scenario is based on the security challenges facing NATO’s eastern flank. It simulates the effects of hybrid threats, disruptions to critical infrastructure, and the support required for the redeployment of allied forces across Europe. The exercise thus highlights the importance of national resilience and close cooperation between military and civilian actors.
The exercise is hosted by the Bundeswehr Civil-Military Cooperation Command in Nienburg/Weser. The exercise brings together military and civilian perspectives and strengthens the ability of NATO countries to remain capable of action even under complex conditions.
Lieutenant General Gerald Funke, as commander of the Bundeswehr Support Command, is responsible for civil-military cooperation: “The support sector serves as the interface between military and civilian actors. Without comprehensive civilian support, the Bundeswehr cannot sustain its operations in the event of war.” The Bundeswehr’s second-largest organizational area comprises 55,000 men and women and, thanks to its diverse capabilities, exhibits the greatest civil-military integration.
A Convoy Support Center (CSC) will be deployed during CIMIC Quadriga 2026. This capability serves to support allied forces on the move and exemplifies Germany’s role as a logistical hub within the NATO alliance. The CSC is operated by Rheinmetall Project Solutions GmbH on behalf of the Bundeswehr. This clearly demonstrates the close cooperation between the Bundeswehr and the civilian operator in the area of host nation support.
“National and alliance defense is a task for society as a whole. It can only succeed if the armed forces, government agencies, companies, and other civilian partners work closely together. CIMIC Quadriga 2026 offers a unique multinational training framework for this,” explains Colonel (ret.) Stefan Hofmaier, Commander of the Bundeswehr’s Civil-Military Cooperation Command.
CIMIC Quadriga 2026 makes a significant contribution to the further development of multinational capabilities in the field of civil-military cooperation. The exercise strengthens the Alliance’s ability to act and highlights the importance of cooperation between military and civilian actors in an increasingly complex security environment.
