Those who have cannons should use them. Sometimes it is ship cannons that come from the depot and can be useful - especially against the flood of drones that dominate the sky in the Ukraine War. In both cases, the turrets come from depots, as the shared Soviet history and their military remains belong to both warring parties, even if Ukraine is being upgraded to Western standards as it goes along.
