The Finnish Minister of Defence Antti Häkkänen has authorized the Finnish Defence Forces to enter into a framework agreement with FINN-SAVOTTA OY for the procurement of M23 equipment sets. The full value of the framework agreement is 37 million euros, with the first order estimated to be valued at 10 million euros. These equipment sets are designed for use with body armour systems used by the Finnish Defence Forces.
The M23 belt and pouch set includes a PALS compatible belt, two double magazine pouches, one single magazine pouch, four utility pouches, an empty magazine dump pouch and two hand grenade pouches. All pouches are made in Finnish M05 woodland camouflage and feature both PALS and belt attachment systems. This is not the first time the M23 equipment sets have been procured. The company's last purchase order from the Finnish Defence Forces was placed in September 2022 and valued at 13 million euros. For FINN-SAVOTTA OY this new framework agreement is a natural continuation of that previous procurement. This framework agreement is another milestone of commitment to the Finnish Defence Forces, for whom the company has designed and made tents, backpacks, the M85 and M05 series of load carrying equipment and numerous other pieces of specialist equipment since the 1960's.
The full framework agreement will have a domestic employment impact of at least 115 person-years, with manufacturing being done at facilities in Finland and Estonia. The main materials used, 500D and 1000D Cordura fabrics, webbing and buckles are made in the EU, with the majority of the webbing and a few other materials used being Finnish-made.
