The United States Marines Corps wants to replace the currently issued OTIS cleaning kit with the old one for the M16. The argument that the old three-piece cleaning rod can push out stuck casings, which the OTIS cable cannot do, is convincing. However, the argument that the OTIS consists of too many individual pieces that are either unused or lost is not the most compelling. Either way, the M16 cleaning kit costs about a quarter of the OTIS, but the majority of the USMC is transitioning from M16 to M4, where the parts cannot be stored in the buttstock anymore. A solvable problem.
