According to the Lithuanian intelligence service, Russia is capable of maintaining the current pace of the war in Ukraine and gradually expanding its military capabilities in the near future.
The Lithuanian intelligence service published its national threat analysis for 2024 on March 7, stating that Russia has the personnel, material, and financial resources to sustain its military efforts in Ukraine in the near future. The Lithuanian intelligence service noted that Russia had rebuilt and reinforced its forces stationed in Ukraine in 2023 despite heavy losses, but continued to prioritize quantity of forces and material over quality. The Lithuanian services also noted that the Russian arms industry had become a driving force within the Russian economy at the expense of other sectors and that Russia allocated at least 10.8 trillion rubles (approximately 119 billion US dollars) for military spending in 2023.
