The Army Maintenance Logistics (HIL) GmbH will be comprehensively modernized and further developed in the coming years. With the aim of significantly improving the maintenance services for the land systems of the German Armed Forces, the necessary amending contract was signed yesterday by the President of the Procurement Office of the Bundeswehr, Annette Lehnigk-Emden, and representatives of the federal-owned HIL GmbH in Koblenz.
On November 8, 2023, the Budget Committee of the German Bundestag approved the performance contract "Zukunft HIL" with a contract volume of 13.4 billion euros. The target structure is to be gradually achieved from an initial capacity by 2027 to 2031.
The focus of the realignment is the significant increase in the share of self-maintenance. This is to be achieved in particular by an increase in maintenance hours by almost 15% to 5.8 million working hours per year. The HIL GmbH will significantly expand its personnel in the coming years. By 2031, the workforce is expected to increase to a total of around 3,500 employees.
The HIL GmbH complements and supports the military logistics forces in basic operations as well as in all operational options from international crisis management to national and alliance defense.
In addition to personnel recruitment, investments are also being made in technical qualification. To maintain technical skills, the contractor is establishing knowledge management, which ensures knowledge and experience exchange through suitable concepts while keeping pace with the progressive digitization of land systems.
The plant locations in Sankt Wendel and Doberlug-Kirchhain are being developed into centers of excellence for tracked and wheeled vehicles. The plant in Darmstadt will be converted into a newly established service center of the branch organization.
This future-oriented orientation ensures more flexibility, resilience, and acceleration of maintenance measures, thereby contributing to increasing the operational readiness of the ground forces.
